2. Decommissioning and Dismantling Licence

Statement by the German Commission on Radiological Protection

Adopted at the 250. Meeting of the SSK on 29./30.09.2011

Abstract

To prepare a statement under federal supervision on the draft of the licence notification of 11 March 2011 for the Obrigheim nuclear power plant (KWO) of EnBW Kernkraft GmbH, 2nd decommissioning and dismantling licence (2. SG KWO), the Federal Environment Ministry (BMU) requested SSK to discuss and evaluate the nuclear licensing procedure.

In its discussions the SSK focused in particular on the examination of

  • whether operational radiation protection complies with the requirements set out in the provisions of the Radiation Protection Ordinance (StrlSchV),
  • whether the possible radiological effects under normal operation and in case of incidents comply with the requirements set out in the provisions of Articles 46, 47 and 50 of the StrlSchV
  • whether emission and environmental (ambient air) monitoring measures comply with the requirements set out in the regulations on emission and environmental monitoring (REI), whether the requirements of Article 6 of the StrlSchV are fulfilled and whether the state of the art in science and technology is observed in the design phase and in the measures taken.

The SSK discussion resulted in comments on the 2nd decommissioning and dismantling licence for the Obrigheim NPP (2. SAG KWO) which are included and substantiated in the SSK statement.

As regards radiological occupational health and safety, the SSK considers the provisions identified for monitoring and planning of the works to be carried out to be reasonable and appropriate. The projected annual collective dose of less than 1 SV undercuts the value of 2 Sv mentioned in the application documents of the 1st decommissioning and dismantling licence (1. SAG). The SSK thus endorses its assessment of the projected staff radiation exposure mentioned in the SSK statement for the 1. SAG.

The Commission on Radiological Protection adopted its statement on the 2nd decommissioning and dismantling licence for the Obrigheim nuclear power plant at its 250th meeting on 29/30 September 2011.
